Clinton County SPCA TNR Program
Funded by the Clinton County SPCA & Clinton Co. Community Foundation

TNR is to Spay & Neuter OUTSIDE only feral cats and help reduce the stray cat population.

TNR is not a program for household pets (Spay Day is for pets)

Trap-Neuter-Release is a program for Clinton County Residents only.

To participate in the TNR Program, you must call the CCSPCA directly at 570-748-4756. Prior to receiving a voucher, you must sign the TNR Agreement at the CCSPCA. 

The agreement includes some of the following:

  • You MUST be the property owner. If you are not, you must have the property owner’s approval to trap and feed. (Renters / Trailer Parks) 
  • All trapped cats are placed directly back to the trapped location after sterilization by the trapper. Colder weather temperatures and spayed (females) are recommended to hold in garage/shed type area for 24hours. 
  • You agree to continue to feed the cat(s) being returned. 
  • You agree that not under any circumstances remove or relocate the cat(s) 
  • Each feral cat will receive the sterilization, a rabies vaccination and an ear tip for identification (All 3 are mandatory)
  • Abusing the TNR Program will result in loss of participation and may hold the trapper responsible for Veterinarian fees and costs. 

Upon receiving a TNR voucher for your vet of choice, it is then your responsibility to call and make your TNR appointment. You must have your voucher number to provide. 

This is also a reminder to be respectful to our veterinarians and their staff, including their rules and policies. It is your responsibility to transport cat(s) to and from your scheduled appointment. 

TRAPS: In the event that you need a trap, and one is available, a $50 refundable deposit is held via cash or check until the trap is returned. If you need a TNR Trap, please call us 570-748-4756 to check availability.
